Limitit rpm usage for Debian

Description

In Debian, rpm should be used to install packages, but rather as a tool to work with rpm packages or as a helper in alien. Because of this we protect installing packages by addition --force-debian switch which has to be used.

This functionality is enabled only if rpm is configured with --with-debian.

I hope it is okay for you to merge this change in upstream, so that we do not have to maintain separate patch.

For some strange reason, trac is not able to display whole patch, but if you use original format link, it is complete.
