/usr/lib/rpm/rpmdiff and rpmdiff.cgi seem odd,old and probably obsolete

Description

tibbs noticed the /usr/lib/rpm/rpmdiff and rpmdiff.cgi programs in the rpm package and asked about them. I started looking into them and they don't appear to work. Or if they do work they work in a VERY odd way.

Nevertheless we have better options to this even in the form of rpmdiff from rpmlint.

Unless there is something I cannot find which needs this - it should probably be nuked from orbit.

If there is something which uses it - please let me know what b/c I'm REALLY curious if we can port that to one of the more current tools.

Many of the scripts (including these) shipped in rpm tarballs haven't been updated since like 2001 and have problably been both broken and unused forever. While most of them have gotten kicked out a good while ago a few still remain. Well, two less now :)

Thanks, I know these were trivial but it always feel good to remove old stuff. :)
